Mike DeWine to veto several parts of bills passed during a flurry of activity as the two-year General Session came to a close last week. The requests came in a letter to DeWine and included the controversial House Bill 8, also known as the Parents Bill of Rights. That bill, among other things, includes a provision that requires school personnel to notify parents if a student confides to be gay or has gender identity concerns. It also requires school districts to allow religious release time during the school day. “House Bill 8 pushes Ohio’s teachers and counselors to out students questioning their identity, even when this information may endanger the safety and wellbeing of the child at home. This law will not help our families but will drive children further into isolation, drastically harming their personal safety and mental health,” House Democrats said in a statement. “The addition to the bill requiring districts to have religious relief time during the school day interferes with the ability of communities to build the education best for their children.” The letter also asks for two line-item vetoes in House Bill 315, a 441-page bill introduced on the morning of the last day of the session. Part of that bill prohibits any political subdivision, public officials or state agency from enforcing any guideline, mandate, recommendation or rule from the World Health Organizations. “This is a broad declaration in law against following evidence-based and trusted public health guidelines. It could quickly chill the ability of health districts and public officials to keep our communities healthy because recommended policy happens to align with World Health Organization positions,” the letter reads. “To help maintain the health of Ohioans and allow local officials the ability to do what is best for the health of our communities, please veto this provision.” Another part of the bill allows police departments to charge a fee for public documents relating to body camera footage in an investigation into an officer’s use of deadly force. “Public records inherently belong to the public; law enforcement videos are a key mechanism for transparency and increasing public trust. The neighborhoods that most commonly experience police shootings and use of force will be most impacted by this policy change and cost barrier. Deputy national security adviser Anne Neuberger offered new details about the breadth of the sprawling Chinese hacking campaign that gave officials in Beijing access to private texts and phone conversations of an unknown number of Americans. Neuberger divulged the scope of the hack a day after the FBI and the Cybersecurity and Infrastructure Security Agency issued guidance intended to help root out the hackers and prevent similar cyberespionage in the future. White House officials cautioned that a number of telecommunication firms and countries impacted could still grow. The U.S. believes that the hackers were able to gain access to communications of senior U.S. government officials and prominent political figures through the hack, Neuberger said. “We don’t believe any classified communications has been compromised,” Neuberger added during a call with reporters. She added that Biden has been briefed on the findings and that the White House “has made it a priority for the federal government to do everything it can to get to the bottom this.” The Chinese embassy in Washington on Tuesday rejected the accusations that it was responsible for the hack after the U.S. federal authorities issued new guidance. “The U.S. needs to stop its own cyberattacks against other countries and refrain from using cyber security to smear and slander China,” embassy spokesperson Liu Pengyu said. For ten years, he pressed the issue and sought compensation for his alleged mistreatment under the Canadian Human Rights Act. He said the CBSA failed in its legal duty to accommodate his injury in the workplace. In a recent decision, a federal labour relations board adjudicator flatly rejected Rodrigues’ grievances. “No evidence was presented that linked the grievor’s knee injury to a functional limitation that would justify him never working on Sundays,” Bryan Gray said. “The many medical notes provided to the employer were nothing more than an exercise in obfuscation.” In fact, Gray said, Rodrigues admitted to his superintendent — and later confirmed to her in an email — that he wanted Sundays off for family reasons. Gray noted that Rodrigues could have sought a workplace accommodation to meet his family obligations, but for some reason chose not to pursue that route. Article content In June 2012, he presented CBSA with a note from his family physician, Dr. Jonathan Peck, who recommended Rodrigues work a four-day, compressed workweek due to his chronic knee pain, and related sleep difficulties. Peck said Rodrigues could only sit for 20 to 30 minutes at a time due to pain and swelling. Rodrigues submitted an accommodation request based on the doctor’s letter for a permanent, compressed work week of Wednesday to Saturday. In July 2012, CBSA senior management wrote to Peck, seeking more details of Rodrigues’ functional work limitations given his role in passenger operations at Pearson International Airport. Employees in the CBSA branch process passengers and goods 24 hours a day, seven days a week. The manager explained that airport workers were scheduled five days a week on day shift, or else on compressed work weeks of Thursday through Sunday, or Friday through Monday. Asked to explain why Rodrigues could not work such a schedule, Peck said it was “for personal medical reasons.” The CBSA sent another letter in November, asking Peck for more information about how working Sundays would exacerbate Rodrigues’ condition. Peck said he couldn’t answer the question without providing a “personal and confidential” diagnosis. Article content Rodrigues said the CBSA was improperly asking for personal medical information. In December 2012, the CBSA rejected Rodrigues’ accommodation request, saying he did not sufficiently explain why working other days of the week would exacerbate his medical condition. Tammy Dineen, superintendent of passenger operations at Pearson International Airport, testified that Rodrigues’ accommodation request made little sense since his proposed work schedule would mean he worked longer shifts during busier airport periods. Rodrigues argued the CBSA did not accommodate him to the point of undue hardship as required by law, and did not engage meaningfully in that process. The CBSA contended it was Rodrigues who did not engage in the accommodation process by virtue of his refusal to provide the information necessary to conduct a proper workplace assessment of his limitations. WEST PALM BEACH, Fla. (AP) — President-elect Donald Trump said Wednesday that he has chosen Keith Kellogg, a highly decorated retired three-star general, to serve as his special envoy for Ukraine and Russia. Kellogg, who is one of the architects of a staunchly conservative policy book that lays out an “America First” national security agenda for the incoming administration, will come into the role as Russia’s invasion of Ukraine enters its third year in February. Trump made the announcement on his Truth Social account, and said “He was with me right from the beginning! Together, we will secure PEACE THROUGH STRENGTH, and Make America, and the World, SAFE AGAIN!” Kellogg, an 80 year-old retired Army lieutenant general who has long been Trump’s top adviser on defense issues, served as national security adviser to Vice President Mike Pence , was chief of staff of the National Security Council and then stepped in as an acting security adviser for Trump after Michael Flynn resigned. As special envoy for Ukraine and Russia, Kellogg will have to navigate an increasingly untenable war between the two nations. The Biden administration has begun urging Ukraine to quickly increase the size of its military by drafting more troops and revamping its mobilization laws to allow for the conscription of troops as young as 18. The White House has pushed more than $56 billion in security assistance to Ukraine since the start of Russia’s February 2022 invasion and expects to send billions more to Kyiv before Biden leaves office in less than months. Trump has criticized the billions that the Biden administration has poured into Ukraine. Washington has recently stepped up weapons shipments and has forgiven billions in loans provided to Kyiv. The incoming Republican president has said he could end the war in 24 hours, comments that appear to suggest he would press Ukraine to surrender territory that Russia now occupies. As a co-chairman of the American First Policy Institute’s Center for American Security, Kellogg wrote several of the chapters in the group’s policy book. Under the patronage of HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani, Qatar, represented by the Human Rights Department at the Ministry of Foreign Affairs, celebrated the 10th anniversary of the GCC Declaration of Human Rights, in the presence of HE the Minister of State for International Co-operation Maryam bint Ali bin Nasser al-Misnad and GCC Secretary-General Jassim Mohammed Albudaiwi. The celebration was held Tuesday in Doha, and coincided with the International Human Rights Day, which is marked on December 10 of each year. It was attended by a number of Their Excellencies ministers, officials and heads of diplomatic missions accredited to Qatar. On the sidelines of the celebration, Albudaiwi launched a report on the efforts of the GCC countries in supporting and protecting the family entity from a human rights perspective, in a move that reflects the interest of the GCC countries in the family as the basic nucleus of societies. In her opening speech, HE al-Misnad, considered the GCC Human Rights Declaration, which was adopted during the 35th Gulf Summit in Doha in 2014, a qualitative leap at the level of the GCC countries. Noting that this declaration strengthens the commitment of the GCC countries to human rights as a fundamental pillar for building a bright future. HE al-Misnad highlighted that the declaration represents one of the fundamental pillars for consolidating the values of justice and human dignity, and affirms the unity of destiny and shared responsibility towards preserving human rights. She noted Qatari efforts in establishing institutions concerned with promoting human rights, such as the National Human Rights Committee, which works to spread the culture of human rights and to strengthen regional and international partnerships. HE al-Misnad referred to what His Highness the Amir Sheikh Tamim bin Hamad al-Thani emphasised in his speech before the 79th session of the UN General Assembly in September 2024, when he said, "Qatar will spare no effort in working with its international partners and the United Nations to consolidate the pillars of peace, security, sustainable development, human rights and the rule of law at all levels." The GCC Secretary-General expressed his thanks and appreciation to His Highness the Amir for hosting this celebration in Qatar. Praising the Qatari leadership's interest in human rights issues and providing the elements of a decent life for the people of the GCC countries. Albudaiwi stressed that the declaration reflects the extent of the GCC countries' commitment to human rights values, which are an integral part of the religious, cultural and social identity of the GCC countries. It was also pointed out about what the Islamic law includes for all the basic elements of human rights and the elements of a decent life. He said that the GCC Human Rights Declaration is a celebration of authentic Gulf values and reflects the commitment of the GCC countries to promote these values at all national, regional and international levels, stressing that this anniversary is an opportunity to renew the pledge and enhance GCC co-operation in the field of human rights. The GCC Secretary-General also stressed the tangible achievements made by the GCC countries in promoting and protecting human rights. Including supporting women, children's rights, people with disabilities, and combating human trafficking. He stressed that strengthening these efforts requires continued joint work to achieve further progress and prosperity for the people of the GCC countries. Dr Reem bint Ali Ibrahim al-Derham, acting director of the Human Rights Department, affirmed Qatar's commitment to supporting and promoting human rights inspired by the country's constitution, noting that Qatar's achievements in the field of human rights include multiple areas, such as education, health and infrastructure, in addition to its humanitarian efforts in supporting refugees and those affected by armed conflicts. Al-Derham stressed that promoting and protecting human rights represents a strategic choice for Qatar and a fundamental pillar of the comprehensive reform policy pursued by the State, affirming that hosting the 17th meeting of heads of government agencies concerned with human rights in the GCC countries reflects Qatar's keenness to enhance Gulf co-operation in this field. ZO MOTORS, a manufacturer of fully electric commercial vehicles, will make its local debut as an exhibitor at the Singapore Motorshow from Jan 9 to 12, 2025, publicity materials indicated. Founded in 2023, the Japanese company is a subsidiary of Hong Kong Stock Exchange-listed Zo Future Group. In September, Zo Motors set up a wholly owned subsidiary, Zo Motors Singapore. Two months later, it listed job opportunities for Singapore-based roles, including sales executives and electric-vehicle (EV) engineers. Applications for these posts have since closed. The company did not respond to queries from The Business Times on its appointment of an authorised distributor or dealer in Singapore, and the models that it plans to launch here. Its website lists 10 left-hand drive models, as well as two right-hand drive ones – the ZM6 and ZM8 – which could be road-legal in Singapore. Both are fully electric, medium-duty trucks that would be classified as heavy-goods vehicles under Land Transport Authority regulations. The company has begun sales in Japan, the US and Canada. It said that it aims to expand into South America, South-east Asia and the Middle East. In North America and Europe, its vehicles are sold under the name “ZM Trucks”. As a newly formed company with no backing from an established automotive group, it has partnered multiple Chinese manufacturers to produce commercial vehicles under the Zo Motors brand. In January, it signed a strategic agreement with Chinese EV maker Weichai New Energy to collaborate on vehicle manufacturing and product development for global sales outside China. It signed a similar deal in August with Chinese bus manufacturer Zhongtong Bus to develop and manufacture buses for the North American market. He Dong has been named vice-president of Zo Future Group and president of Zo Motors Asia-Pacific; he has senior management experience with several passenger car and commercial vehicle brands. HOUSTON (AP) — An elaborate parody appears to be behind an effort to resurrect Enron, the Houston-based energy company that exemplified the worst in American corporate fraud and greed after it went bankrupt in 2001. If its return is comedic, some former employees who lost everything in Enron’s collapse aren’t laughing. “It’s a pretty sick joke and it disparages the people that did work there. And why would you want to even bring it back up again?” said former Enron employee Diana Peters, who represented workers in the company’s bankruptcy proceedings. Here’s what to know about the history of Enron and the purported effort to bring it back. Once the nation’s seventh-largest company, Enron filed for bankruptcy protection on Dec. 2, 2001, after years of accounting tricks could no longer hide billions of dollars in debt or make failing ventures appear profitable. The energy company's collapse put more than 5,000 people out of work, wiped out more than $2 billion in employee pensions and rendered $60 billion in Enron stock worthless. Its aftershocks were felt throughout the energy sector. Twenty-four Enron executives , including former CEO Jeffrey Skilling , were eventually convicted for their roles in the fraud. Enron founder Ken Lay’s convictions were vacated after he died of heart disease following his 2006 trial. On Monday — the 23rd anniversary of the bankruptcy filing — a company representing itself as Enron announced in a news release that it was relaunching as a “company dedicated to solving the global energy crisis.” It also posted a video on social media, advertised on at least one Houston billboard and a took out a full-page ad in the Houston Chronicle In the minute-long video that was full of generic corporate jargon, the company talks about “growth” and “rebirth.” It ends with the words, “We’re back. Can we talk?” Enron's new website features a company store, where various items featuring the brand's tilted “E” logo are for sale, including a $118 hoodie. In an email, company spokesperson Will Chabot said the new Enron was not doing any interviews yet, but that "We’ll have more to share soon.” Signs point to the comeback being a joke. In the “terms of use and conditions of sale” on the company's website, it says “the information on the website about Enron is First Amendment protected parody, represents performance art, and is for entertainment purposes only.” Documents filed with the U.S. Patent and Trademark Office show that College Company, an Arkansas-based LLC, owns the Enron trademark. The co-founder of College Company is Connor Gaydos, who helped create a joke conspiracy theory that claims all birds are actually surveillance drones for the government. Peters said that since learning about the “relaunch” of Enron, she has spoken with several other former employees and they are also upset by it. She said the apparent stunt was “in poor taste.” “If it’s a joke, it’s rude, extremely rude. And I hope that they realize it and apologize to all of the Enron employees,” Peters said. Peters, who is 74 years old, said she is still working in information technology because “I lost everything in Enron, and so my Social Security doesn’t always take care of things I need done.” “Enron’s downfall taught us critical lessons about corporate ethics, accountability, and the consequences of unchecked ambition. Stocks rose on Wall Street in afternoon trading Friday, keeping the market on track for its fifth straight gain. The S&P 500 was up 0.2% and was solidly on track for a weekly gain that will erase most of last week's loss. The Dow Jones Industrial Average climbed 333 points, or 0.8%, and the Nasdaq composite was essentially flat with a gain of less than 0.1% as of 3:07 p.m. Eastern. Markets have been volatile over the last few weeks, losing ground in the runup to elections in November, then surging following Donald Trump's victory, before falling again. The S&P 500 has been steadily rising throughout this week to within close range of its record. “Overall, market behavior has normalized following an intense few weeks,” said Mark Hackett, chief of investment research at Nationwide, in a statement. Several retailers jumped after giving Wall Street encouraging financial updates. Gap soared 10.8% after handily beating analysts' third-quarter earnings and revenue expectations, while raising its own revenue forecast for the year. Discount retailer Ross Stores rose 1.5% after raising its earnings forecast for the year. EchoStar fell 2.4% after DirecTV called off its purchase of that company's Dish Network unit. Smaller company stocks had some of the biggest gains. The Russell 2000 index rose 1.8%. A majority of stocks in the S&P 500 were gaining ground, but those gains were kept in check by slumps for several big technology companies. Nvidia fell 3.3%. Its pricey valuation makes it among the heaviest influences on whether the broader market gains or loses ground. The company has grown into a nearly $3.6 trillion behemoth because of demand for its chips used in artificial-intelligence technology. Intuit, which makes TurboTax and other accounting software, fell 5.6%. It gave investors a quarterly earnings forecast that fell short of analysts’ expectations. Facebook owner Meta Platforms fell 0.8% following a decision by the Supreme Court to allow a multibillion-dollar class action investors’ lawsuit to proceed against the company. It stems from the privacy scandal involving the Cambridge Analytica political consulting firm. European markets closed mostly higher and Asian markets ended mixed. Crude oil prices rose. Treasury yields held relatively steady in the bond market. The yield on the 10-year Treasury fell to 4.41% from 4.42% late Thursday. In the crypto market, Bitcoin hovered around $99,000, according to CoinDesk. It has more than doubled this year and first surpassed the $99,000 level on Thursday. Retailers remained a big focus for investors this week amid close scrutiny on consumer spending habits headed into the holiday shopping season. Walmart, the nation's largest retailer, reported a quarter of strong sales and gave investors an encouraging financial forecast. Target, though, reported weaker earnings than analysts' expected and its forecast disappointed Wall Street. Consumer spending has fueled economic growth, despite a persistent squeeze from inflation and high borrowing costs. Inflation has been easing and the Federal Reserve has started trimming its benchmark interest rates. That is likely to help relieve pressure on consumers, but any major shift in spending could prompt the Fed to reassess its path ahead on interest rates. Also, any big reversals on the rate of inflation could curtail spending. Consumer sentiment remains strong, according to the University of Michigan's consumer sentiment index. It revised its latest figure for November to 71.8 from an initial reading of 73 earlier this month, though economists expected a slight increase. It's still up from 70.5 in October. The survey also showed that consumers' inflation expectations for the year ahead fell slightly to 2.6%, which is the lowest reading since December of 2020. Wall Street will get another update on how consumers feel when the business group The Conference Board releases its monthly consumer confidence survey on Tuesday. A key inflation update will come on Wednesday when the U.S. releases its October personal consumption expenditures index. New York pols denounce ‘racist’ Lower Manhattan stabbing that left migrant teen deadNEW YORK (AP) — Walmart's sweeping rollback of its diversity policies is the strongest indication yet of a profound shift taking hold at U.S. companies that are re-evaluating the legal and political risks associated with bold programs to bolster historically underrepresented groups. The changes announced by the world's biggest retailer on Monday followed a string of legal victories by conservative groups that have filed an onslaught of lawsuits challenging corporate and federal programs aimed at elevating minority and women-owned businesses and employees. The retreat from such programs crystalized with the election of former President Donald Trump, whose administration is certain to make dismantling diversity, equity and inclusion programs a priority. Trump's incoming deputy chief of policy will be his former adviser Stephen Miller , who leads a group called America First Legal that has aggressively challenged corporate DEI policies. “There has been a lot of reassessment of risk looking at programs that could be deemed to constitute reverse discrimination,” said Allan Schweyer, principal researcher at the Human Capital Center at the Conference Board. “This is another domino to fall and it is a rather large domino,” he added. Among other changes, Walmart said it will no longer give priority treatment to suppliers owned by women or minorities. The company also will not renew a five-year commitment for a racial equity center set up in 2020 after the police killing of George Floyd. And it pulled out of a prominent gay rights index . Schweyer said the biggest trigger for companies making such changes is simply a reassessment of their legal risk exposure, which began after U.S. Supreme Court’s ruling in June 2023 that ended affirmative action in college admissions. Since then, conservative groups using similar arguments have secured court victories against various diversity programs, especially those that steer contracts to minority or women-owned businesses. Most recently, the conservative Wisconsin Institute for Law & Liberty won a victory in a case against the U.S. Department of Transportation over its use of a program that gives priority to minority-owned businesses when it awards contracts. Companies are seeing a big legal risk in continuing with DEI efforts, said Dan Lennington, a deputy counsel at the institute. His organization says it has identified more than 60 programs in the federal government that it considers discriminatory, he said. “We have a legal landscape within the entire federal government, all three branches -- the U.S. Supreme Court, the Congress and the President -- are all now firmly pointed in the direction towards equality of individuals and individualized treatment of all Americans, instead of diversity, equity and inclusion treating people as members of racial groups,” Lennington said. The Trump administration is also likely to take direct aim at DEI initiatives through executive orders and other policies that affect private companies, especially federal contractors. “The impact of the election on DEI policies is huge. It can’t be overstated,” said Jason Schwartz, co-chair of the Labor & Employment Practice Group at law firm Gibson Dunn. With Miller returning to the White House, rolling back DEI initiatives is likely to be a priority, Schwartz said. “Companies are trying to strike the right balance to make clear they’ve got an inclusive workplace where everyone is welcome, and they want to get the best talent, while at the same time trying not to alienate various parts of their employees and customer base who might feel one way or the other. It’s a virtually impossible dilemma,” Schwartz said. A recent survey by Pew Research Center showed that workers are divided on the merits of DEI policies. While still broadly popular, the share of workers who said focusing on workplace diversity was mostly a good thing fell to 52% in the October survey, compared to 56% in a similar survey in February 2023. Rachel Minkin, a research associate at Pew, called it a small but significant shift in short amount of time. There will be more companies pulling back from their DEI policies, but it likely won’t be a retreat across the board, said David Glasgow, executive director of the Meltzer Center for Diversity, Inclusion and Belonging at New York University. “There are vastly more companies that are sticking with DEI," Glasgow said. "The only reason you don’t hear about it is most of them are doing it by stealth. They’re putting their heads down and doing DEI work and hoping not to attract attention.” Glasgow advises organizations to stick to their own core values, because attitudes toward the topic can change quickly in the span of four years. “It’s going to leave them looking a little bit weak if there’s a kind of flip-flopping, depending on whichever direction the political winds are blowing,” he said. One reason DEI programs exist is because without those programs, companies may be vulnerable to lawsuits for traditional discrimination. “Really think carefully about the risks in all directions on this topic,” Glasgow said. Walmart confirmed will no longer consider race and gender as a litmus test to improve diversity when it offers supplier contracts. Walmart says its U.S. businesses sourced more than $13 billion in goods and services from diverse suppliers in fiscal year 2024, including businesses owned by minorities, women and veterans. It was unclear how its relationships with such business would change going forward. Organizations that have partnered with Walmart on its diversity initiatives offered a cautious response. The Women’s Business Enterprise National Council, a non-profit that last year named Walmart one of America's top corporation for women-owned enterprises, said it was still evaluating the impact of Walmart's announcement. Pamela Prince-Eason, the president and CEO of the organization, said she hoped Walmart's need to cater to its diverse customer base will continue to drive contracts to women-owned suppliers even if the company has no explicit dollar goals. “I suspect Walmart will continue to have one of the most inclusive supply chains in the World,” Prince-Eason wrote. “Any retailer's ability to serve the communities they operate in will continue to value understanding their customers, (many of which are women), in order to better provide products and services desired and no one understands customers better than Walmart." Walmart's announcement came after the company spoke directly with conservative political commentator and activist Robby Starbuck, who has been going after corporate DEI policies, calling out individual companies on the social media platform X. Several of those companies have subsequently announced that they are pulling back their initiatives, including Ford , Harley-Davidson, Lowe’s and Tractor Supply . The Colts (5-7) have won just a single game since, and 22-year-old Anthony Richardson has been reinstated as the starter. Indianapolis has lost plenty of ground in the playoff chase over the last month, but it’s still got a chance to make a run. The Colts enter the week in ninth place in the AFC, two games behind the Denver Broncos (7-5) for the seventh and final postseason berth. That’s not great math for Indianapolis, and there is little to no margin for error, but with the teeth of the schedule in the rearview mirror, there is hope. JERUSALEM — Israel approved a ceasefire agreement with Lebanon's Hezbollah militants on Tuesday that would end nearly 14 months of fighting linked to the war in the Gaza Strip.
